INTRODUCTION

The University of Lagos a Federal Tertiary Institution established by the University of Lagos Act, 1967 (as amended) CAP U9 Laws of the Federal Republic of Nigeria, 2004 and having its main campus at Akoka, Yaba, Lagos, Nigeria is desirous of embarking on the under-listed projects. The sources of fund shall be NEEDS ASSESSMENT/FGN CAPITAL APPROPRIATION/ AUXILIARY FUND. Interested and reputable bidders are hereby invited to participate in the tender exercise for the projects as described hereunder:

1. Rehabilitation of Faculty of Engineering Roof Replacement of collapsing boards, roofing sheets and repair of leaking roof. UL/ PU/2020/01   N 10,000.00
2. Rehabilitation of Damaged Sewer lift Station Pumps Replacement of Sewer lines, manholes and refurbishment of sewage lift stations. Procurement of waste bins UL/ PU/2020/02   N 10,000.00
3. Rehabilitation of Electrical Supply and Distribution Rehabilitation of Electrical Supply and Distribution UL/ PU/2020/03   N 10,000.00
4. Supply of Vehicles Supply of Vehicles UL/ PU/2019/04   N 10,000.00

ELIGIBILITY REQUIREMENTS FOR ALL LOTS

Bidders are mandated to submit the documents listed hereunder as same shall comprise the Technical documents:

  1. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
  2. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2016, 2017 and 2018) expiring December 31, 2019.
  3. Evidence of current Pension Compliance Certificate expiring December 31, 2019 issued by the National Pension Commission (PENCOM).
  4. Evidence of current Industrial Training Fund (I.T.F.) Compliance Certificate expiring December 31, 2019.
  5. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate expiring December 31, 2019.
  6. Evidence of registration on the National Data Base of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) valid for 2020 or valid Certificate issued by the Bureau of Public Procurement. (BPP).
  7. Current Sworn Affidavit certifying as follows:
  • The company is not in receivership, subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
  • The company does not have any director who has been convicted by any court in Nigeria and any other country for criminal offences in relation to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
  • That no officer of the University of Lagos or BPP is a former or present director or shareholder of the company or has any pecuniary interest in the bidder.
  • That all information presented in the documents are true and correct in all particulars.

8. Company’s Audited Accounts for the last three years (2016, 2017, 2018).

9. Company Profile with the Curriculum Vitae of key Staff to be deployed for the project.

10. Verifiable documentary evidence of similar jobs executed in the last five (5) years including Letters of awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.

11. For Joint Venture / Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each Joint Venture (JV) partners.

12. All documents for submission must be transmitted with a covering/forwarding letter under the Company/ Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and email address.

Other mandatory requirements for Lots 1, 2 &3 are listed as follows:

In respect of LOT 1

  • Bidders shall have an average annual turnover of not less than N30, 000,000.00 (Thirty Million Naira Only). 
  • Evidence of having at least one (1) COREN Registered Civil / Structural Engineer with practicing license valid for 2019. (Copy of COREN Certificate and Current practicing licence of the personnel must be attached).

In respect of LOT 2

  • Bidders shall have an average annual turnover of not less than N 20,000,000.00 (Twenty Million Naira Only). 
  • Evidence of having at least one (1) COREN Registered Mechanical Engineer with practicing license valid for 2019. (Copy of COREN Certificate and Current practicing licence of the personnel must be attached).

In respect of LOT 3

  • Bidders shall have an average annual turnover of not less than N25,000,000.00 (Twenty Five Million Naira Only). 
  • Evidence of having at least one (1) COREN Registered Electrical Engineer with practicing license valid for 2019 (copy of COREN Certificate and Current practicing licence of the personnel must be attached).

COLLECTION OF TENDER DOCUMENTS

Interested companies are to collect Standard Bidding Document (SBD) from the Office of the Head of Procurement Unit, Room 806, 8th Floor, Senate House, University of Lagos Akoka, Yaba, Lagos on evidence of payment of a non- refundable fee of ₦10, 000.00 (Ten Thousand Naira) only. For payment, visit www.unilag.edu.ng, click on “UNILAG payment portal” link to generate a slip containing Remitta Retrieval Reference (RRR) number, proceed to any commercial bank for payment. Go to UNILAG cash office to obtain official receipt.

SUBMISSION OF TENDER DOCUMENTS

Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial bids packaged separately in sealed envelopes and clearly marked as “Technical Bid “or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Registrar, 5th Floor Senate Building, Council Affairs Office Room 524, University of Lagos, Akoka and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and address of the bidder and submit at the 5th Floor Senate Building, Council Affairs Office Room 524, University of Lagos, Akoka not be later than 10 a.m. on Tuesday, 25th February, 2020.

OPENING OF TECHNICAL BIDS

The Technical bids will be opened immediately following the deadline for the submission of bids at 10:00 am on Tuesday, 25th February, 2020 at the Public Procurement Research Centre, Opposite Faculty of Social Sciences, University of Lagos in the presence of all bidders and interested members of the public while the Financial bids will be kept un-opened. Please ensure that you sign the bid Submission Register at the point of submission. .

IMPORTANT INFORMATION

  1. Bids must be in English Language and signed by an official authorized by the bidder.
  2. All pre-qualified bidders will be contacted at a later date for financial bid opening.
  3. Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.
  4. The University Management reserves the right to verify the authenticity of any claim made in the Tender documents submitted by bidders.
  5. The University Management reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
  6. The University shall not be responsible for any cost incurred by the bidders in connection with response to this advertisement.
  7. Participation in this process and any related process neither creates any commitment nor establishes any legal relationship with the University of Lagos. It is merely a precondition for further consideration of the Tender
